Due to a "software failure", some ballots in Pennsylvania were counted manually


on November 5th local time, Pennsylvania Secretary of State Al Schmidt stated that due to "software malfunctions," earlier that day, Cumberland County was manually counting votes that could not be scanned in the polling district, which may "take some time." It is reported that manual vote counting is usually completed by "two party teams working together." Schmidt stated that the entire process will be open for observation by candidates and authorized representatives.
